If you consider $US 60 inexpensive, the unpromisingly named Wondershare Video Converter and Filmora Video editor will do this sort of thing. Maybe ffmpeg could do such things for 'free' (in terms of money rather than time).

There are also videredo products, which are a bit more expensive, and maybe a bit better.

Useful site to be reminded of ... the clips are usually short and always low rez, but I think there are a few things I haven't seen before.
